Overview of Registration Process
The matter of registration is covered under Parts II and III and
Section 64 of the Manitoba Medical Act . Licence is defined in the Act as a certificate issued by the Registrar to a person registered under section 14 indicating that the person is authorized to practise in the province of Manitoba during the period covered by that licence.
The qualifications for registration are listed in Manitoba Regulation 25/2003.
The Educational Register is provided for in Section 11 of the Medical Act. Part 1, Section 11(1)(b) refers to graduates of other medical schools and requires that the candidate has passed "a screening process approved by Council". This Council has approved the Medical Council of Canada Evaluating Examination (MCCEE) and will also recognize the licensing examination of the Federation of State Medical Boards (FLEX) and the United States Medical Licensing Examination (USMLE), Part I and Part II. A candidate who is admitted to the Educational Register Part 1 on the basis of one of the American examinations, however, must still pass the MCCEE before becoming eligible to write the Medical Council of Canada Qualifying Examination (LMCC).

CATEGORIES OF LICENSURE
Persons who are registered may be issued one of the following licences:
Full: A licence entitling the holder to practise independently in accordance with his or her experience will be issued on payment of the licence fee (Canadian currency, at par, Winnipeg).
Monthly Term: A licence for a calendar month or any portion thereof may be issued at a reduced fee. This is primarily designed for those doing a locum tenens who will not be practising for more than five calendar months in the licence fee year (1 September to 31 August).
Residents in Training Programs: Medical graduates who meet the requirements for full registration may on request be issued a licence entitling practice only within the residency program. The application for this licence must be accompanied by a letter from the University of Manitoba, Postgraduate Medical Education Office confirming the residency appointment. The fee for this licence is approximately 25 percent of the full licence fee. This licence may be extended to a full licence.
