Conditional Registration
Under s.64 of
The Medical Act the University of Manitoba may grant a
certificate that a person is a proper person to be a member of the
College, and, where such a certificate is granted, the College must
register the person. These physicians are presently
conditionally registered.
In addition to
s.64 conditional registration, a physician who does not meet the
requirements for full registration may be granted conditional
registration for a specified period to provide medical services in
a specific geographic area or practice setting while they complete
the requirements for full registration. Applicants for
conditional registration must:

(a) |
be a graduate from an approved Faculty of Medicine,
|
|
(b) |
have satisfactorily completed an assessment process
acceptable to the College, |
|
(c) |
hold an unexpired pass standing in the Medical Council of
Canada Evaluating Examination , or the Medical Council of Canada
Qualifying Examination Part I or Part II, or both (i.e. Licentiate
of the Medical Council of Canada),

(d) |
have satisfactorily completed postgraduate clinical training
acceptable to the College of Physicians and Surgeons, and
|
|
(e) |
be eligible to be issued a certificate from the Minister of
Health stating that the physician is required to provide medical
services in a specified community or practice setting. |
With respect to
the assessment process, those seeking registration in general
practice must satisfactorily complete a Family
Practice assessment conducted under the auspices of the
Department of Continuing Medical Education, University of
Manitoba. Neither the College
nor the University is responsible for funding the assessment.
Those seeking
registration in a specialty field of practice who are not
examination eligible by the Royal College of Physicians and
Surgeons of Canada, or a member Board of the American Board of
Medical Specialties acceptable to the College, must satisfactorily
complete a clinical assessment conducted under the auspices of the
Department of Continuing Medical Education, University of
Manitoba. The purpose is to permit an opportunity to
assess the candidate’s knowledge, skills and judgment,
and to permit the candidate an opportunity to become more familiar
with Canadian practices. The length of the assessment
varies within the specific specialty areas but is presently a
minimum of three months, and a maximum of one year. Neither the
College nor the University is responsible for funding the
assessment.
Should the need
for remediation be identified during the assessment, neither the
University nor the College is obligated to provide
remediation. That is the sole responsibility of the
candidate.
Physicians who
at the time of application meet the following criteria are exempted
from the requirements listed in (b), (c) and (d) above:

Eligible for examination by one of the American Specialty
Boards based on satisfactory completion of training, or is a
Diplomate of a member board of the American Board of Medical
Specialties. Applicants are eligible for a licence
limited to the specialty-training field and must obtain a pass in
the Medical Council Qualifying Examination, Part II within five
years of the date of conditional registration, except geographic
full-time University appointments. |

2. |
Eligible for examination in a specialty of the Royal College of
Physicians and Surgeons of Canada based on satisfactory completion
of residency training. Applicants are eligible for a
licence limited to the specialty-training field and must obtain
Royal College certification within the time frame set by the Royal
College. |

3. |
Eligible for examination by, or is a certificant of, the
College of Family Physicians of Canada. Applicants are
eligible for a licence in primary care and must obtain the
Licentiate of the Medical Council of Canada within five years of
the date of conditional registration, and those who are examination
eligible must obtain certification within the time frame set by the
College of Family Physicians. |
Physicians are
also required to sign a written undertaking to the College with
respect to the terms and conditions of the conditional registration
which may include an individualized monitoring
program.
